Warren County Commissioners Public Meeting

February 8, 2017 12:00 p.m.

Jackson Courtroom

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pamela Matve, Chief Clerk, Fiscal Director Judith Albaugh, Tax Claim Director, Phil Gilbert, Register and Recorder, Lori Bimber, Director of Veteran's Affair, Ed Burris, District Attorney Robert Greene, and Public Safety Director Todd Lake

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin seconded by Commissioner Jeff Eggleston to approve the minutes from January 25, 2017. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,166,445.00 and in the Erie bank account a balance of $744,472.00. Accounts payable for this week is $81,509.00.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

Amendments to the Budget: Fiscal Director Judith Albaugh stated that while amounts were in the line items for a couple of departments the totals did not carry down. Therefore for central booking the added total in the budget is $556.00 and in the EMA budget a total of $11,770. Along with these was a change in Salary amounts for the Law Clerks in the amount of $2,342.00 this will be a reduction in the contingency account by a total of $14,668.00.

Bonds: Fiscal Director Judith Albaugh stated that she had one other item to discuss that is not on the agenda. She stated that the county has three bonds that will be due July of 2017, 2018 and 2019. There is enough in the account that we can call the July 2017 bond in now, making it due by March 10, 2017 and the savings to the county would be about $5,000. Also she is anticipating that we should be able to call the July 2018 bond at least six months early also.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to give Fiscal Director Judith Albaugh authorization to call the bond #935175EG0 for a date of March 10, 2017.

Commissioner Jeff Eggleston thanked Fiscal Director Judith Albaugh for her diligent work and bringing this to the attention of the Commissioners. Anytime we can save money it is a good thing.

Commissioner Cindy Morrison stated she echo’s Commissioner Jeff Eggleston sentiments as did Commissioner Benjamin Kafferlin.

After nothing further the above motion was called and the motion carried unanimously.

Agreement with Absorb Tech: Commissioner Cindy Morrison stated that Absorb Tech is the company that brings in the carpets throughout the offices, they have been doing this for many years.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with Absorb Tech for 2017. Motion carried unanimously.

Agreement with Advanced Disposal: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with Advanced Disposal for their services at a rate of $66.15 for the 2yd dumpster at the Rouse Annex location. Motion carried unanimously.

Agreement with ESI: Commissioner Cindy Morrison explained that ESI is the company that provides many services free to our employees. She also stated that the increase is $1.17 per employee.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with ESI for 2017 at a rate of $4,977.40 for the year.

Commissioner Jeff Eggleston stated that this increase is roughly 1-3% which is not bad. He also stated that the utilization of their services has doubled in the past year which is a good thing; this is a good resource and all calls are anonymous.

After nothing further the above motion was called and the motion carried unanimously.

Repository Tax Bid(s): Commissioner Cindy Morrison stated that there are four separate bids, and we will do each one separately.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $300.00 bid from Justin Oaks for parcel YV-821-117300-000. Motion carried unanimously.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $580.00 bid from John McKown for parcel TD-004-314760-000. Motion carried unanimously.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $300.00 bid from Aaron & Tina Bartas and Matt and Holly Kio for parcel TD-274-146000-000. Motion carried unanimously.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept the $250.00 bid from Diane Christianson for parcel CY-333-942700-000. Motion carried unanimously.

Resolution #380 Liquid Fuels Allocation 2017: Motion was made Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution #3081 for the 2017 Liquid Fuels Allocations as listed for a total allocation of $155,000.00. Motion carried unanimously.

Appointment to the Work Force Development Board: Commissioner Cindy Morrison stated that James Decker is requesting that the Commissioner appoint Stephen Steiner to the Work Force Development Board as a private sector member.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of Stephen Steiner to the Work Force Development Board.

Commissioner Benjamin Kafferlin stated that he and James Decker reviewed many applicants that showed interest in this position, and for that we are grateful. While I have not personally met Mr. Steiner he comes highly recommended.

Commissioner Cindy Morrison stated that she does personally know Mr. Steiner and he has done a wonderful job recruiting employees for Targeted Pet Treats and she is encouraged by this appointment as he will be a good fit for this board.

After nothing further the above motion was called and the motion carried unanimously.

Public Comment/Concern:

Public Safety Director Todd Lake stated that the prior board of commissioner’s would hold back some of the county liquid fuels funds to cover emergency situations and he is asking that this be considered again when doing the allocations for 2018. Pam Matve stated that we did hold funds for the past three to four years, and also we could not get any municipal supervisors to sit on this committee of authorizing use of special requests, no one has requested these funds, so we decided to give back to the municipalities.

Todd also spoke about the new fees per resident to cover state police. Joe Scully stated that maybe we should get our Sheriff office more active, Townships will fight this extra fee.

Commissioner Benjamin Kafferlin stated that discussions have been taking place on this issue as the topic is coming to a head. Commissioner Jeff Eggleston stated that there are many layers to this issue to be worked through before anything can be done at the county level. We understand the need for resolution to the situation, but we also have to ask ourselves how to take care of this issue at little to no cost.

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
