Warren County Commissioners Public Meeting

March 10, 2017 12:00 p.m.

Jackson Courtroom

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pamela Matve, Chief Clerk, Angela Faga, Register and Recorder, Lori Bimber, Director of Veteran's Affair, Ed Burris, Tax Claim Director, Phil Gilbert. Public Safety Director Todd Lake, Ken McCorrison

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin seconded by Commissioner Jeff Eggleston to approve the minutes from February 22, 2017. Motion carried unanimously

Fiscal Report: Angela Faga stated there was cash on hand of $1,426,702.00 and in the Erie bank account a balance of $744,689.00. Accounts payable for this week is $232,632.00.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Approval of the Agreement with the School District for a School Resource Officer: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to table the agreement for two more meetings. Motion carried unanimously.

Commissioner Benjamin Kafferlin stated that he has spoken to Sheriff Kenneth Klakamp and they have a meeting with the school district next week. Mainly we will discuss the hourly rate that we can agree upon.

Agreement with Lyell Cook, Erie County Coroner: Commissioner Cindy Morrison stated that this is the same agreement as in the past years for the services of Forensic Pathology, and she noted that 2017 started with a $914.00 credit.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Lyell Cook, Erie County Coroner with a $5,000 retainer. Motion carried unanimously.

Certificate of Approval for IDA Tax Exempt Revenue Note: Commissioner Cindy Morrison read the certificate of approval and stated that this is for the Rouse to get a tax exempt note through the Industrial Development Authority (IDA) in an amount not to exceed $6,131,000.00 for the expansion of the Rouse Suites.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the certificate of approval for the tax exempt loan for the Rouse from the IDA. Motion carried unanimously.

Proclamation – National Tele Communicator Week: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation proclaiming the week of April 9-15, 2017 as National Tele Communicator week in Warren County. Motion carried unanimously.

Commissioner Benjamin Kafferlin took a moment to say a few words regarding the 911 center. I am there quite often, and have the opportunity to sit and listen to the calls coming in. I am very surprised by the professionalism of your staff.

Commissioner Cindy Morrison echoed what Commissioner Benjamin Kafferlin stated and also thanked the department for all they do for our county and residents.

Proclamation – Parkinson’s disease Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims the month of April 2017 as Parkinson’s disease Awareness Month. Motion carried unanimously.

Appointments to the Warren County Hospital Authority: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of Mr. Robert Bablak to the Warren County Hospital Authority for an additional five year term beginning March 13, 2017. Motion carried unanimously.

Repository Tax Bid(s): Commissioner Cindy Morrison stated that there are five separate bids, and we will do each one separately.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $300.00 bid from Robin Legal for parcel TD-005-280000-205 located in Limestone Township. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $250.00 bid from William Fisher for parcel TD-005-280000-105 located in Limestone Township. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $250.00 bid from Ed’s Property Maintenance LLC for parcel SH-365-891300-000 located in Sheffield Township. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $250.00 bid from Autumn Bupp-Benner for parcel TD-005-151000-096 located in Limestone Township. Motion carried unanimously.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $250.00 bid from Kevin Nicholas Glaser for parcel YV-008-143600-000 located in Pittsfield Township. Motion carried unanimously.

Proclamation – Pennsylvania 811 Safe Digging Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims the month of April 2017 as Pennsylvania 811 Safe Digging Month. Motion carried unanimously.

Proclamation – Public Defense Week: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation proclaiming the week of March 13-20, 2017 as Public Defense week in Warren County. Motion carried unanimously.

Commissioner Cindy Morrison took a moment to thank our Public Defender’s Office for the great work they do for our citizens with a very small staff.

Joe Scully asked, can we go back to the safe digging proclamation please. Can the Commissioners pass a law that someone has to show proof of calling 811 before applying for a permit? The municipalities and neighbors are always losing water etc. because of someone not calling 811 first.

Commissioner Cindy Morrison stated that I would hope that when a permit is applied for they get a check list of things to do first, and 811 is on that list. I would hope they would comply with everything they are supposed to do. But that is a good question and something that we should possibly look into.
