Warren County Commissioners Public Meeting

December 28, 2016 12:00 p.m.

Commissioner’s Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Phil Gilbert, and Lori Bimber

Citizens Present: Stacey Gross (WTO), Rob Kinnear, and several students from the government class of Warren High School

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from both December 14 and 21, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $2,229,880.00 and in the Erie bank account a balance of $743,992.00. Accounts payable for this week is $43,273.00.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Reappointment(s) to the Planning Commission: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the following reappointments to the Planning Commissioner for a four year term beginning January 1, 2017 through December 31, 2020; Lauri Sekerak, Eric Hagberg, and Gary Wareham. Motion carried unanimously.

Clean & Green Certification of County Funds: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the certification of county funds for the 2017 program in the amount of $672.00 to be used for easement purchases. Motion carried unanimously.

Appointment to the Zoning Hearing Board: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of Dennis Johnson to the vacant spot on the Zoning Hearing Board for a five year term beginning January 1, 2017 through December 31, 2021. Motion carried unanimously.

Agreement with Lexipol: Commissioner Benjamin Kafferlin stated that he has been working closely with Sheriff Kenneth Klakamp on this agreement. Lexipol will review the policies and procedures in both the Sheriff and Jail Offices to make sure we are in compliance with state and federal laws. Also this agreement will be partially funded by a grant that PCORP, our insurance company, offers,

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with Lexipol. Motion carried unanimously.

Agreement with Family Services of Warren County: Commissioner Cindy Morrison explained that this agreement is with Family Services and the 37th Judicial District for their services in providing licensed outpatient drug and alcohol educational and counseling programs.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Family Services of Warren County for the services as stated. Motion carried unanimously.

Passing of the 2017 budget: Commissioner Cindy Morrison stated that between the time that the budget was put out for public review and today there were some changes made. She turned this subject over to Fiscal Director Judith Albaugh for explanation of what those items were to which Fiscal Director Judith Albaugh explained.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the 2017 budget with the proposed amendments.

Commissioner Jeff Eggleston stated that he is looking forward to 2017.

Commissioner Benjamin Kafferlin stated that he feels this is a very tight budget but it is reasonable.

Commissioner Cindy Morrison read from a statement that she wrote about two issues that she has with a couple of line items in the budget. One being $40,000.00 to the WCCBI, and the other being $60,000.00 to Long and Nyquist.

Some deep discussions took place regarding the fact that the WCCBI does not have public meetings, and that this why she will not attend the meetings, nor does she feel that the county should be giving them $40,000. She instead would like to start up the Industrial Development Authority and use the funds for economic development through the authority which would fall under the Commissioners.

After all commissioners gave their comments and concerns the question was called on the above motion to approve the 2017 budget with the proposed amendments and the Motion carried unanimously.

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Cindy Morrison to adjourn the meeting. Motion carried unanimously.
