Warren County Commissioners Public Meeting

December 14, 2016 12:00 p.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Staff Present: Pam Matve, Chief Clerk, Fiscal Director Judith Albaugh, Phil Gilbert, Karen Beardsley, Lori Bimber, and Carl McKee

Citizens Present: Stacey Gross (WTO), Joe Scully, John Able, Troy Clawson, Haley Justice, Cathie Cummings, Dave Sherman, Caitlin Reitz, Chuck Johnson, Derick Nowacki, and Nicholas Giambrone.

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from November 23, 2016. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $2,870,699.00 and in the Erie bank account a balance of $743,992.00. Accounts payable for last week is $177,805.00.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Electric Rates for 2017: Fiscal Director Judith Albaugh stated that she has been getting up to date price quotes on the electric rates that would be effective as of today’s meeting. Companies are quoting twelve and thirty four month prices. The lowest being Source Power and Gas with quotes of .05728 for twelve months, .05635 for twenty four months or .0543 for thirty four months.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to lock in a price of .0543 for thirty four months with Source Power and Gas. Motion carried unanimously.

Agreement with MCM Consulting: Commissioner Cindy Morrison stated that while this was discussed in depth at the public work session and it was also done last year.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with MCM Consulting for the Northern Tier Regional Telecommunications Project. Motion carried unanimously.

Motivational Interviewing Consulting Agreement: Commissioner Cindy Morrison turned to Chief Adult Probation Officer Carl McKee for explanation. Carl stated that the state is pushing for the probation officers to get more involved to help meet certain standards. Juvenile Probation already participates in this program, and so we need to get Adult Probation Officer trained. There is no cost from the general fund, as this will be paid out the probations cost account.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with Christopher Kessler and Paul Foltz for the Motivational Interviewing Consulting. Motion carried unanimously.

Resolution #3077 Tax Anticipation Note for 2017: Commissioner Cindy Morrison explained that this is a normal course of action to fund the county in advance until the tax duplicate payments start arriving into the county. This was bid out and Erie Bank will be the provider.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution 3077 for the Tax Anticipation Note for 2017. Motion carried unanimously.

Ordinance 1-2016 Hotel Room Rental Tax effective April 1, 2017: Commissioner Jeff Eggleston stated that he would like to say a couple things regarding this tax increase. First being that there have been some good conversations with Dave Sherman of the Visitor’s Bureau to review what is expected if we want to continue with the increase in tax.

Also the commissioners have had had conversations regarding the Air B&B’s in the area that are getting away with charging less, and not collecting this hotel tax. If we are going to make sure that all establishments comply then everyone will comply.

Commissioner Benjamin Kafferlin stated that when he voted to table this, it was not to kill it but to do just that; table it until I could obtain more information to which I have done, and I am ready to vote on this issue. As far as the Air B&B’s the County Commissioner’s Association of Pennsylvania (CCAP) is on top of this issue and is engaging in conversation with the International Air B&B headquarters as they are the ones collecting the payments.

Commissioner Cindy Morrison stated that the purpose of this ordinance is to raise the bed tax from 3% to 5% beginning April 1, 2017. I feel this will put Warren on the same level playing field as surrounding counties in promoting our area.

Commissioner Jeff Eggleston stated that as long as the Commissioner’s Office and the visitor’s bureau continue working together in a unified manner, I will support this increase.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Ordinance 1-2016 in raising the Bed Tax from 3% to 5% effective April 1, 2017. Motion carried unanimously.

Resolution #3078 Recognized Tourist Promotion Agency: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution 3078 naming the Visitor’s Bureau as the Recognized Tourist Promotion Agency in Warren County. Motion carried unanimously.
