Warren County Commissioners Public Meeting

January 11 12:00 p.m.

Commissioner’s Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from both December 28, 2016. Motion carried unanimously.

Appointment of Chief Clerk: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of Pamela Matve as Chief Clerk.

Commissioner Jeff Eggleston thanked Ms. Matve for her guidance in getting the Commissioners through their first year, and all the hours you put into the job.

Commissioner Cindy Morrison echoed Commissioner Jeff Eggleston’s remarks, and stated to Ms. Matve that she does good work, and it is very much appreciated.

Commissioner Benjamin Kafferlin echoed the remarks of both his colleagues.

After no further comments the above motion was called to question and the motion carried unanimously.

Appointment of Solicitor: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of John Shreve of Kinnear Law Office as the Solicitor. Motion carried unanimously.

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $2,121,628.00 and in the Erie bank account a balance of $743,992.00. Accounts payable for this week is $150,067.00.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Appointment to the Warren County Library Board: Commissioner Cindy Morrison stated that the Library Board notified the Commissioners that the term of Pat Evan’s is up, and she is no longer eligible to serve again. They are requesting that Sally Beckerink be appointed for a three year term.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the appointment of Sally Beckerink to the Warren County Library Board for a three year term to expire December 31, 2019.

Commissioner Cindy Morrison stated that she highly recommends Sally Beckerink to this position, and she feels that she will be a great fit on this board.

Phil Gilbert asked if anyone was interested and applied to which Commissioner Jeff Eggleston responded by saying that the Library Board picked a committee to oversee the recruiting process and Sally is who they recommended.

After no further comments the above motion was called to question and the motion carried unanimously. 

Proclamation – School Choice Week in Warren County: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to proclaim the week of January 22, 2017 as School Choice in Warren County. Motion carried unanimously.

Agreement with Lonnie Heater for Medical Services in the Jail: Commissioner Cindy Morrison stated that a couple months ago we went out for proposals for both the medical and drug care of our inmates in our jail system. This agreement that we are going to act on today is with Lonnie Heeter who has been taking care of our inmates for many years. Lonnie Heeter will provide medical services for our inmates, and provide a nurse on duty 8 hours per day. While we are not dissatisfied with the services provided by Seneca Medical Group, we felt like it was time to explore cost options. This agreement should save the county approximately $13,000.00 per year.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept and approve the agreement with Lonnie Heeter for the medical care of our inmates at a cost of 115,000.00 annually.

Commissioner Jeff Eggleston thanked Commissioner Cindy Morrison for the initiating the discussions. The jail is the largest expense of the budget, and so any savings is welcomed.

Commissioner Benjamin Kafferlin stated that he would like the public to know that while we are taking action today, this has been discussed for the last three months at our prison board meetings; this and the drug care costs.

After no further comments the above motion was called to question and the motion carried unanimously.

Agreement with Darling Pharmaceutical for the Pharmaceutical Services in the Jail: Commissioner Cindy Morrison stated that Darlings is the only proposal received, and we are currently using their services and so today we will take action on keeping them for the Pharmaceutical Services.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to accept and approve the agreement with Darling Pharmaceutical for the pharmaceutical services for our inmates. Motion carried unanimously.

Approval of the 2017 Tax Millage Rate: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the tax millage rate of 21.5 with 20.5 being real estate and 1 being debt service. Motion carried unanimously.

Resolution #3079 Postponement of Delivery of Tax Duplicates: Commissioner Cindy Morrison explained the background for this resolution so that we are not sending out two tax bills each year. This will be an approximate savings of $30,000.00 in postage cost.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt resolution 3079 allowing the postponement of the tax duplicated to co-inside with the other governing bodies to do one mailing of tax bills. Motion carried unanimously.

Agreement with Zito: Commissioner Cindy Morrison explained that by placing fiber from the courthouse to the Youngsville District Magistrates Office in Youngsville we will potentially be saving $150 per month on the communications billings. This will also allow us to put them on our secure internet.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement to place fiber to the Youngsville District Magistrates office at a cost of $150.00 per month. Motion carried unanimously.

Commissioner Jeff Eggleston thanked Bill Gallagher for his efforts on this project to find a savings for Warren County. We appreciate when our vendors and or department heads find ways of cutting costs for their departments.
