Warren County Commissioners Public Meeting

August 10, 2017 11:00 a.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Judith Albaugh, Fiscal Director, and Lori Dunlap

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the minutes from July 26, 2017. Motion carried unanimously

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $794,843.00 and in the Erie bank account a balance of $529,756.00. Accounts payable this week is approximately $170,000.00, healthcare is estimated to be $83,000.00.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

 

Notice of intended use of 2016 CDBG funds: Commissioner Cindy Morrison turned this over to Lorri Dunlap for explanation.

 

Lorri Dunlap stated that the $19,000 Handicap Accessibility to the Fifth St. Entrance of the Courthouse was denied, as CDBG funds cannot pay for fixing or repairing, therefore we want to move these funds to the Single Family Housing Rehabilitation activity for a total of $96,109.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Jeff Eggleston to approve the moving of $19,000 to the Single Family Housing Rehabilitation activity as requested. Motion carried unanimously.

 

Resolution #3088 Trails at Jakes Rocks Phase 3 Grant Application: Commissioner Benjamin Kafferlin stated that the Warren County Development Authority applied for this grant and the agency would prefer that the county be the applicant. The county would purely be the pass through for the funds.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution #3088 Trails at Jakes Rocks Grant Application. Motion carried unanimously.

 

2017 Homeland Security Grant Program: Commissioner Cindy Morrison stated that this is a renewal of a grant through PEMA that has been in place for quite some time.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the 2017 Homeland Security Grant Program Agreement. Motion carried unanimously.

Children & Youth:

 

Needs Based plan for 2018/2019: Commissioner Cindy Morrison stated that this plan has been out for public review in the Commissioner’s office and it is time to finalize the plan.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the Children & Youth Needs Based Plan for their fiscal year 2018/2019. Motion carried unanimously.

 

Commissioner Jeff Eggleston went on to state that in reviewing the plan, it is unsettling how much of an increase there was in this past year of infants being born with chemical dependencies.
