Warren County Commissioners Public Meeting
July 26, 2017 12:00 p.m.
Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.
Staff Present: Pamela Matve, Chief Clerk, Judith Albaugh, Fiscal Director, and Lori Bimber, Register and Recorder
Citizens Present: Brian Ferry (WTO), John Able and Deborah Haines
Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from July 12, 2017. Motion carried unanimously
Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $570,709.00 and in the Erie bank account a balance of $529,586.00. Accounts payable this week is approximately $164,260.00, healthcare is estimated to be $65,000.00.00, and Dental $4,287.00.
Judith Albaugh, Fiscal Director also stated that at the last meeting she stated that the Tax Anticipation Note had a balance of 3,500.000. That is incorrect, it should have been $2,500,000.00, and since the last meeting we did a drawdown on the Tax Anticipation Note making a balance of $3,500,000.00.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.
Renewal of the Special Risk Accident Insurance: Commissioner Cindy Morrison stated that this is a renewal of a special risk accident insurance policy that will cover our work crew inmates that volunteer to go out and help within the various municipalities. The minimum renewal and administration fee is $435.00.
Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the renewal of the Special Risk Accident Insurance policy at a rate of $435.00 for a year. Motion carried unanimously/
Resolution #3087 Supporting the Stepping Up Initiative: Commissioner Cindy Morrison stated that Commissioner Jeff Eggleston has been working on this initiative so she turned the meeting over to Commissioner Jeff Eggleston.
Commissioner Jeff Eggleston read a statement he prepared that explained that this is a national effort to reduce the amount of mental health inmates in our facility. Warren County is seeing a rise in inmates due to the closing of the Forensic Unit at the State Hospital.
By passing this non-binding resolution, Warren County will be the 17th county in Pennsylvania to adopt such a resolution. This resolution states that during our administration we will make this initiative a priority.
Commissioner Jeff Eggleston went on to thank his fellow commissioners for their support, along with the District Attorney, Public Defender, Courts, Probation and more for their support also, and the work they continue to do each day.
Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the adoption of Resolution #3087 Supporting the Stepping Up Initiative. Motion carried unanimously.
Children & Youth:
John Able stated that he would just like to reiterate what he discussed at the Work Session on Monday regarding the Conewango Watershed, and the pesticide projects that Chautauqua County did a while back, and again what they are planning on doing.
He reminded the Commissioners of the meeting tonight in Chautauqua County to which he stated that he is attending this meeting to stress the importance of letting those downstream know what they are doing and what precautions we would need to take, as this would affect three Pennsylvania water ways.
Commissioner Cindy Morrison asked Mr. Able if he and his group have contacted our state legislator, to which Mr. Able stated that he is working with a group to get a letter sent to them.
Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
