Warren County Commissioners Public Meeting

June 14, 2017 12:00 p.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Fiscal Director Judith Albaugh, Tax Claim Director, Phil Gilbert, Register and Recorder, Lori Bimber, Director of Human Services Mary Kushner, Director of Veteran's Affair, Ed Burris, and Sheriff Kenneth Klakamp

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from May 24, 2017. Motion carried unanimously

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $965,095.00 and in the Erie bank account a balance of $529,403.00. Accounts payable this week are in the amount of $208,032.00, healthcare $54,005.00, and Dental $2,611.00.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

 

Motorola Service Agreement: Commissioner Cindy Morrison turned this over to Public Safety Director Todd Lake for some explanation. Public Safety Director Todd Lake stated that this is for a five year maintenance service agreement for the equipment at the 911 Center. Over the five years, the increase will only be 3% total.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the five year agreement with Motorola for the radio equipment at the 911 Center. Motion carried unanimously/

 

Repository Tax Bid(s): Commissioner Cindy Morrison stated that there are two separate bids, and we will do each one separately.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $500.00 bid from Kevin Glasser for parcel WN-864-559600-000 located in Mead Township. Motion carried unanimously.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to accept the $250.00 bid from David & Jacquelyn Jenkins for parcel WN-008-178800-082 located in Pleasant Township. Motion carried unanimously.

 

Intergovernmental Agreement with Firearms Education: Commissioner Cindy Morrison stated that this agreement is so that Adult Probation can borrow from Firearm Education and Training Commission the Laser Shot training system and return it to them when they are finished with the equipment. This will be at no cost to the county.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with Firearms Education Training and Adult Probation for the use of the Laser Shot Training Equipment. Motion carried unanimously.

 

Approval of Account Merger: Commissioner Cindy Morrison explained that Treasurer Dennis Munksgard and Fiscal Director Judith Albaugh have been looking at all our accounts trying to reduce the number of checking accounts we have because the bank is talking of starting to charge services fees. He reviewed this at the Work Session in depth on Monday.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the merging of accounts 5078, Revolving Loan Account, 5393, Hotel Tax Account, and 8999, Taxes Paid Under Protest account into the general fund. Motion carried unanimously.

 

 

Proclamation – Garland Presbyterian Church 200 Year Anniversary: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the adoption of the Proclamation proclaiming June 17, 2017 as a day of recognition for the Bi-Centennial of the Garland Presbyterian Church. Motion carried unanimously.

CAPS Technical Support Agreement: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the CAPS Technical Support agreement between PCYA and Warren County. Motion carried unanimously.

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
