Warren County Commissioners Public Meeting

May 10, 2017 12:00 p.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Fiscal Director Judith Albaugh, Tax Claim Director, Phil Gilbert, Register and Recorder, Lori Bimber, and Public Safety Director Todd Lake

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from April 26, 2017. Motion carried unanimously

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $904,480.00 and in the Erie bank account a balance of $745,146.00. There will be no accounts payable this week as bills were paid last week, but the payroll and healthcare to be paid is in the amount of $303,436.00.

 

Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

 

Bond Debt: Fiscal Director Judith Albaugh asked the commissioner’s to consider taking $250,000 from the Erie Bank Account to pay and retire a bond. This particular bond comes due in May of next year, but by paying it now we are going to save approximately $20,000.00 in interest. We can then pay back the Erie Bank account with portion of tax payments that are set for the debt.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to take the $250,000 from the Erie Bank Account and retire a bond and pay back as stated above by Fiscal Director Judith Albaugh.

 

Commissioner Jeff Eggleston thanked Fiscal Director Judith Albaugh for bringing this to the attention of the commissioners.

 

Commissioner Cindy Morrison thanked both Fiscal Director Judith Albaugh and Treasurer Dennis Munksgard for their efforts and finding us this savings.

 

After no further discussion, the above question was called, and Motion carried unanimously.

 

Proclamation-Emergency Medical Services Week: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the proclamation proclaiming May 21-27, 2017 as Emergency Medical Services Week in Warren County. Motion carried unanimously.

 

Public Safety Director Todd Lake took a moment to say that the Warren County Emergency Medical Services does a tremendous job.

 

Commissioner Benjamin Kafferlin took a moment to state that when you see an emergency vehicle come up behind you with the siren going and the lights flashing, we all take a moment to think about the people in that vehicle doing their best to get someone to the hospital; what you don’t think about is what it takes to be that first responder.

 

Emergency Medical Technicians spend 250-300 hours of training to become certified with continuing education just to keep their certification. Thank you to all the EMS personnel out there in our County.

 

Agreement with Palmetto Posting: Commissioner Cindy Morrison stated that this agreement is for them to post properties through the Tax Claim office of those for the upcoming tax sale.

 

Commissioner Cindy Morrison asked Phil Gilbert how long this agreement has been in place, to which he stated that this agreement has been done with Palmetto for the past three years. Tax Claim Director, Phil Gilbert also went on to state that on page four of the agreement it states that the term of the agreement is through June 30, 2017; I would like to change this to December 30, 2017 to cover the entire year, both sales.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Palmetto posting effective today through December 30, 2017. Motion carried unanimously.

 

Agreement with John Shreve as Solicitor: Commissioner Cindy Morrison stated that there are some changes within Kinnear Law Firm and John Shreve is branching out on his own. Today we need to make a decision to stay with Kinnear Law Firm as our solicitor or go with John Shreve.

 

Commissioner Jeff Eggleston stated that we have received an agreement from Mr. Shreve with the same rate. Rob Kinnear wanted a copy of the current agreement so that he could also give us an agreement. Commissioner Cindy Morrison stated that he did email us a new agreement.

 

Commissioner Benjamin Kafferlin asked for a motion so that further discussions could be had.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the new agreement with John Shreve as the County Solicitor.

 

Commissioner Benjamin Kafferlin stated that John Shreve is the county solicitor and he should remain our solicitor.

 

Commissioner Jeff Eggleston stated that this was and is a very difficult decision as both Rob Kinnear, and John Shreve have done good work for the County. John Shreve has been the point attorney on County business.

 

Commissioner Cindy Morrison stated that when Michelle Alaskey resigned, we went out for RFP’s and we got two good proposals, from Kinnear and Bevevino Law Offices. The reason I voted for Kinnear Law Firm was that Rob Kinnear would be point attorney. Several times I had meetings set up with John Shreve, and he stood me up, and has been very unresponsive to my emails.

 

I am not inclined to approve an agreement with John Shreve, I would like to retain Kinnear Law Firm as Mr. Kinnear responds to emails and phone calls.

 

Commissioner Benjamin Kafferlin stated that we will stay on top of things as we continue.

 

Motion carried unanimously stated that my point is that in January you met with him and he said he would change his ways, and he has not.

 

After no further discussions the question was called on the above motion. The motion carried with two yes, and one no. Commissioner Cindy Morrison was the one no. Motion carried.

Lori Bimber stated that she is on the same page with Commissioner Cindy Morrison, John Shreve does not get back to us in a timely fashion.

 

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
