Warren County Commissioners Public Meeting

April 26, 2017 12:00 p.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin, and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Lorri Dunlap, Warden Jon Collins, Sheriff Kenneth Klakamp, and Michael Lyon, Zoning Officer

 

Citizens Present: Josh Cotton (WTO), Joe Scully, Marla Verbesky, Bill Verbesky, Rita Gillespie, and Emily Wilton

 

Public Hearing:

 

Updating the definitions for mobile homes, RV’s: Michael Lyon stated that this was a continuation of a public hearing that was held last month on this issue. There has not been a change in the ordinance, just a change in the definitions of a mobile home, RV etc. Michael reviewed these definitions.

 

Commissioner Cindy Morrison asked if this had been taken back before the Planning Commission for approval to which Michael stated yes, and they are in agreement with the changes.

 

After no further comments or questions Commissioner Cindy Morrison closed the public hearing at 12:08 and the normal meeting commenced.

 

Old Business:

 

School Resource Officer: Commissioner Cindy Morrison stated that after many months we are ready to move forward with this agreement.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with the School District for the School Resource Officer.

 

Commissioner Benjamin Kafferlin first took a moment to thank Sheriff Kenneth Klakamp, District Attorney Robert Greene, and Amy Stewart from the School District for all their hard work on getting this done.

 

Commissioner Benjamin Kafferlin went onto state that the cost would be $750 a month for the use of a vehicle, and $27.50 per hour for the use of a part time Sheriff Deputy, and $37.00 per hour for the full time Deputy if used. He went on to state how he came up with those figures.

 

Sheriff Kenneth Klakamp stated that there is one part time officer that has training, and two officers will be attending training next month.

 

Commissioner Jeff Eggleston stated that he felt this was a great opportunity, and will be an asset to the School District. He went on to state that he has two concerns; 1. Any Deputy doing the duties of the School Resource Officer should have the training and 2. We should continue to monitor the overall cost of the program.

 

Commissioner Benjamin Kafferlin stated that we did not include the training cost in the hourly figures, but stated that he would leave it up to Sheriff Kenneth Klakamp if he felt we should ask the School District to share this cost.

 

Joe Scully asked if they are going to be used on an as needed basis or be present each day. Sheriff Kenneth Klakamp stated that there will be a rotating schedule, but they will be present in the schools.

 

With no further comments, the above Motion carried unanimously.

 

New Business:

 

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from April 12, 2017. Motion carried unanimously

 

Fiscal Report: Angela Faga stated there was cash on hand of $1,497,689.00.00 and in the Erie bank account a balance of $744,689.00. There will be no accounts payable this week as bills were paid last week, but the payroll and healthcare to be paid is in the amount of $311,622.00.

 

Motion was made Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

 

Resolution #3085 Amendment to FY 2014 CDBG Funds: Lorri Dunlap stated that a couple of CDBG projects completed under budget therefore we need to move some 2014 funds to current projects. We will move $5,000.00 to the Mill Street Reconstruction Project in Eldred Township, and the remaining $29,493.79 to Willow St. Water Line Replacement Project in Sheffield Township.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Resolution #3085 to amend the FY 2014 CDBG Fund allocation. Motion carried unanimously.

 

Approval of Ordinance 247 Updating of definitions of mobile homes, RV’s etc: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve Ordinance 247 allowing for the definition changes of RV’s mobile homes etc. Motion carried unanimously.

 

Proclamation – Motorcycle Safety Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation proclaiming May 2017 as Motor Cycle Awareness Month in Warren County. Motion carried unanimously.

 

Proclamation Corrections Employee Week: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the proclamation proclaiming May 4-10, 2017 as Corrections Employee Week. Motion carried unanimously.

 

Commissioner Cindy Morrison then took a moment to acknowledge and thank Warden Jon Collins and his staff for their dedication and hard work. I believe this proclamation is well deserved.

 

Warden Jon Collins stated that he too wanted to thank his staff and their families. A Corrections Officer’s families give up a lot as our facility is a 24/7 facility. So there are times where the families have to have holiday dinners without their spouses.

 

Joe Scully stated that a lot of municipalities use the work release eligible inmates to help out in the communities. For that we thank you for having this program available.

 

Proclamation – Relay for Life: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation proclaiming May 2017 as Relay for Life in Warren County in support of the American Cancer Society’s battle against cancer. Motion carried unanimously.

 

Proclamation-National Foster Care Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the proclamation proclaiming May 2017 as National Foster Care Month in Warren County. Motion carried unanimously.

 

Commissioner Cindy Morrison stated that she job shadowed a Children & Youth Caseworker this week to a mother who has two foster children. Listening to her tell her story and watching the love that these two have for her was heart felt. Please, if you have ever considered opening up your hearts and homes to become foster parents, do so. There are many children that need good foster homes.

 

Proclamation – Mental Health Awareness Month: Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation proclaiming May 2017 as Mental Health Awareness Month in Warren County. Motion carried unanimously.

 

Agreement with the ANF for law enforcement patrols: Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with the US Forest Service for the Sheriff Deputies to patrol the ANF during the summer months. Motion carried unanimously.

 

Agreement with the Transit Authority: Commissioner Cindy Morrison stated that the State is asking that an agreement be put into place between the County and the Transit Authority regarding the purchases of the Shared Ride Program. Nothing about the program will be changing, it is the reporting that is changing.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the Cooperative Agreement with the Transit Authority pertaining to the shared ride. Motion carried unanimously.

Public Comment/Concern:

 

Sheriff Kenneth Klakamp reviewed with the public that on May 8th there will be a hearing regarding HB 466 on the expansion of duties for the Sheriff Department. He went on to state that this will not make us police officers, but will give us more investigative powers. It will allow us to adhere to the crimes codes etc. He thanked the COG for their support.

 

Commissioner Cindy Morrison urged any citizen to write to your legislatures showing support of this bill.

 

Mrs. Verbesky stated that the courthouse lost something when single point of entry was put in. You used to see employees sitting outside on breaks or lunch, and that is gone. Commissioner Jeff Eggleston stated that they are looking at ways to use the green space around the courthouse.

 

Sheriff Kenneth Klakamp stated that it is sad that the government, local, state, or federal had to go to single point of entry to keep staff and citizens safe.

 

Commissioner Benjamin Kafferlin that the Hickory St., roof is being worked on as we speak, and asked Pam Matve to notify the courts they can move back in a week from Monday; May 8th.

 

Adjournment: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
