Warren County Commissioners Public Meeting
April 12, 2017 12:00 p.m.
Commissioner’s Conference Room

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Jeff Eggleston and Commissioner Benjamin Kafferlin present by phone.

Staff Present: Pamela Matve, Chief Clerk, Fiscal Director Judith Albaugh, Director of Veteran's Affair, Ed Burris, Lorri Dunlap, Register and Recorder, Lori Bimber, Linda Critzer, and Public Safety Director Todd Lake

Old Business:

School Resource Officer: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to table this agenda item until the next commissioner meeting.

Commissioner Benjamin Kafferlin stated that he has not been able to connect with the School District to confirm pricing and will do this as soon as he gets back to town so that we may agree to this at our next meeting, and then the school district can attend to this matter at their meeting next month.

Commissioner Cindy Morrison stated that the school district has set aside $60,000.00 for this project which will be covered by a grant to which Commissioner Benjamin Kafferlin agreed, and stated that he is thinking on the lines of a variable hourly rate depending on if a full time or part time deputy is utilized then we can bill accordingly.

With no further comments, the above Motion carried unanimously.

New Business:

Approval of Minutes: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the minutes from March 22, 2017. Motion carried unanimously

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $1,348,268.00 and in the Erie bank account a balance of $744,689.00. There will be no accounts payable this week, but the payroll and healthcare to be paid is in the amount of $327,730.00.

Motion was made Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the fiscal report as presented. Motion carried unanimously.

Fiscal Director Judith Albaugh stated that with the agreement signed last week for Maximus in the amount of $7,500.00 she is requesting that these funds be moved from contingencies into the fiscal budget under professional services.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to move $7,500.00 from the contingencies account into the fiscal professional services budget line item to cover the cost of the Maximus agreement. Motion carried unanimously.

Proclamation – YMCA 150th Anniversary: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims that recognized 2017 as the 150th anniversary of the YMCA in Warren County. Motion carried unanimously.

Award of CDBG Mill Street Reconstruction Project in Eldred Township: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the CDBG Mill Street Reconstruction Project in Eldred Township to Russell Standard. The amount of this project is $70,048.15. Motion carried unanimously.

Award of CDBG Erie and Pleasant Streets Reconstruction Project in Clarendon Borough: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to award the CDBG Erie and Pleasant Streets Reconstruction Project in Clarendon Borough to IA Construction. The amount of this project is $65,928.30. Motion carried unanimously.

Agreement with MCM Consulting: Commissioner Cindy Morrison asked Public Safety Director Todd Lake to explain what this agreement details. Public Safety Director Todd Lake stated that this is for the commodity flow study of the ways that hazardous materials come into and out of the county such as roads, railways, etc. the cost is $8,000.00 and will be covered by a grant.

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the agreement with MCM Consulting in the amount of $8.000.00 for the Commodity Flow Study. Motion carried unanimously.

Approval of the Application to PCORP for Liability Insurance: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the application to PCORP for our 2017 Liability Insurance.

Lease Agreement for the Stilson Hill Road Tower: Public Safety Director Todd Lake stated that there was an agreement with the prior land owner, and it has since changed ownership. Therefore we are making an agreement with Debra Brewster and Barbara Roberts for a lease of $100 per year to cover the taxes on this property.

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the lease agreement with Ms. Brewster and Ms. Roberts for the lease of property that the Stilson Hill Radio Tower sits. Motion carried unanimously.

Resolution #3082 Local Match for Transportation Authority Operating Assistance: Motion was made by Commissioner Jeff Eggleston seconded by Commissioner Benjamin Kafferlin to approve Resolution #3082 for the Local Match for State Operating Financial Assistance for the Transit Authority of Warren County in the amount of $31,736.00 for their fiscal year 2017/2018.

Discussions took place as to the hardship with the state funding of the Area Agency on Aging and why they can no longer contribute so the county has to make up the funds. Commissioner Cindy Morrison stated that while some municipalities that partake in the fixed route do contribute some do not and some not enough. We will be sending out letters as to why this is important and ask that they dig into their financial pockets to help contribute or contribute a little more to lessen the burden on the county.

After nothing further the above motion carried unanimously.

Resolution #3084 DCED Early Intervention Program: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve Resolution #3083 for the participation and submission of the Early Intervention Program.

Commissioner Benjamin Kafferlin stated that we have gotten final word and Forest County will not be participating in this project.

Commissioner Jeff Eggleston stated that the county should only be responsible for 25% of the project cost. This resolution does not bind us to any cost. If we feel that the consultants come in at a high cost, we will not move further on this.

After no further discussion, the above motion carried unanimously.

Agreement with E&M Engineers: Commissioner Cindy Morrison stated that before we begin, please let me state that while I had some concerns with this as we need an architect and an engineer on some projects I spoke with Chris Ernst and he has laid my concerns to rest

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with E & M Engineers to come on board for the county when services are needed. Motion carried unanimously.

Lorri Dunlap stated that she has worked many years with E&M on various CDBG projects, and they make my life easier.

Commissioner Jeff Eggleston explained that we have three to four major projects that they will be working on including the boiler system, the air flow in the jail/sheriff offices, and a couple other projects.

Linda Critzer asked about the roof of the Hickory Street building and when will this be completed. Commissioner Cindy Morrison stated that she thought the start date was to be April 10th and asked Commissioner Benjamin Kafferlin why this did not happen.

Commissioner Benjamin Kafferlin stated there was an issue with the City and the permit but we should not miss our dead line by much, and even though the roof is not completed the offices should be able to move back in very soon.

Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded, by Commissioner Benjamin Kafferlin to adjourn the meeting. Motion carried unanimously.
