Warren County Commissioners Public Meeting

March 22, 2017 12:00 p.m.

Commissioner’s Conference Room

 

Commissioner Cindy Morrison called the meeting of the Warren County Commissioners to order with Commissioner Benjamin Kafferlin and Commissioner Jeff Eggleston present.

 

Staff Present: Pamela Matve, Chief Clerk, Fiscal Director Judith Albaugh, Angela Faga, Director of Veteran's Affair, Ed Burris, and Public Safety Director Todd Lake

Approval of Minutes: Motion was made by Commissioner Benjamin Kafferlin seconded by Commissioner Jeff Eggleston to approve the minutes from March 10, 2017. Motion carried unanimously

 

Fiscal Report: Fiscal Director Judith Albaugh stated there was cash on hand of $941,127.00 and in the Erie bank account a balance of $744,689.00. Accounts payable for this week is $153,570.00.

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the fiscal report as presented. Motion carried unanimously.

 

Appointment to the Work Force Development Board: Commissioner Benjamin Kafferlin stated that the public sector unanimously nominated James Decker as the Business Sector representative to sit on the Workforce Investment Board.

 

Commissioner Cindy Morrison asked Commissioner Benjamin Kafferlin about the powers of the board, if he sits on the board how he not has decision making powers. Commissioner Benjamin Kafferlin stated the Workforce Investment board advises and makes recommendations to the elected officials (CLEO).

 

Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to approve the appointment of James Decker to the Work Force Development Board with a term expiring June 30, 2020. Motion carried unanimously.

 

Proclamation – Child Abuse Prevention Month: Motion was made by Commissioner Benjamin Kafferlin, seconded by Commissioner Jeff Eggleston to adopt the proclamation that proclaims the month of April 2017 as Child Abuse Prevention Month. Motion carried unanimously.

 

Commissioner Cindy Morrison stated that on April 3rd at 10:00 am we will be placing pinwheels on the courthouse lawn to represent the births in Warren County in 2015.

 

Agreement with Maximum – Commissioner Cindy Morrison stated that this agreement is somewhat of an audit for Domestic Relations to find cost saving for the county.

 

Commissioner Benjamin Kafferlin stated that these types of audits will usually turn up costs that could be sent to the state for reimbursement. The State is pushing this program for Domestic Relations but will be used to look at any departments that get state and federal funding such as 911.

 

Commissioner Cindy Morrison asked if this would also include Human Services to which Commissioner Jeff Eggleston stated that he did not believe so.

 

Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the agreement with Maximus in the amount of $7,000.00 to cover a two year review. Motion carried unanimously.

 

Proclamation – National Crime Victims’ Rights Week: Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to approve the proclamation proclaiming the week of April 2-8, 2017 as Crime Victims’ Rights Week in Warren County. Motion carried unanimously.

 

 

Second Amendment to the Intergovernmental Cooperation Agreement: Commissioner Cindy Morrison asked Public Safety Director Todd Lake to give some insight as to what the amendment is all about.

 

Public Safety Director Todd Lake stated that the way the agreement is currently written it was for telecommunication purchases only. To make the amendment would allow the ten counties to have purchasing power that they can do in bulk to save money for any 911 purchases.

 

Commissioner Cindy Morrison asked about the first amendment, and this is the second, what was the first amendment? Public Safety Director Todd Lake stated that first amendment added Erie County.

 

Proclamation – Sexual Assault Awareness Month: Motion was made by Commissioner Jeff Eggleston, seconded by Commissioner Benjamin Kafferlin to adopt the proclamation that proclaims the month of April 2017 as Sexual Assault Awareness Month. Motion carried unanimously.

 

Commissioner Jeff Eggleston stated that we also have to recognize our law enforcement officials, whether it be Sheriff Officers, the District Attorney, local police etc. they too deal with these situations daily. Thank you for your services.

Ed Burris stated that there will be a Veteran’s Expo at Cross Creek Resort on May 23, 2017 from 2:00 – 6:00 pm.

 

Mike Trojanowski stated that the Governor’s Action Team would like to help relocate a manufacturing company that could possibly generate 2-300 jobs in the area. He stated that he has already spoken to James Decker at the WCCBI to start looking and just wanted to update the commissioners.

 

Adjournment: Motion was made by Commissioner Jeff Eggleston, seconded, by Commissioner Jeff Eggleston to adjourn the meeting. Motion carried unanimously.
